ParticipantJames there are a couple of likely causes.
1 check the distance between the ball on the new and old halyards. Older masts often had the cleat located lower in the mast.
2. The halyard lock on an old mast can split and then not work. It will drop out of the mast very easily and is also easy to put back.
Check out both of these before trying anything else more radical.

ParticipantDue to the impending forecast of strong winds and low temperatures, we have taken the decision to cancel this weekends Open Meeting at Alton Water.
I am sure you will agree that sailing for pleasure in 20+ knots in one degree of temperature is not conducive to a good Finn event.

ParticipantStewart, I cannot recommend a repairer in the north, but this may be a job you can do yourself.
Turn the boat upside down at a height you can get yourself into the cockpit to see the deck around the mastgate. Clean the area up with acetone and put some glassfiber mat over the area, ensuring it overlaps enough to provide strength to the cracked area. Once it has hardened, turn the boat back and give it a polish. The cracks will not be a problem as the mat underneath will compensate. If you need to fill the cracks use a clear gelcoat having opened the crack up very slightly into a shallow V. This is especially difficult to do so is really a last resort. Before you apply and resins/gel always wash the area with acetone.

ParticipantTim, what sort of halyard do you need. Is it the two purchase rope or the type with a wire end for a halyard lock.
